Programs that STOP most California Energy Providers from shutting off residential customer power after the end of the Energy Moratoriums are in place. Energy customers may qualify for California bill relief programs. Please see below.
Arrearage Management Plan Program
Customers with past-due energy bills may be eligible for debt forgiveness through the Arrearage Management Plan also known as AMP.
HOW DOES IT WORK?
The AMP program forgives 1/12 of eligible utility debt - up to $8,000 - each time a customer makes on-time and in-full payments over a period of 12 months.
WHO IS ELIGIBLE?
- Customers must be enrolled in their utility company's CARE or FERA programs
- Customers with electric service must have a past-due balance of $500 or more. Gas-only customers must have a past due balance of $250 or more.
- Must be a customer of utility provider for at least 6 months and have made at least one payment
- Energy bills must be 90 days past due or older
- Customers must not be enrolled in other payment plans

COVID-19 Relief 24-Month Payment Plan
Residential customers with past-due arrearages accumulated during the COVID-19 pandemic may be eligible for the COVID-19 Relief Payment Plan.
HOW DOES IT WORK?
This payment plan allows customers to pay off their outstanding balance over a span of 24-months. The monthly payment installment amount is due every month along with total current charges. Customers may miss two payments before being unenrolled.
WHO IS ELIGIBLE?*
- Residential customers with arrearages 60+ days
- Customers not enrolled in other payment plans
- Net Energy Metering (NEM), Direct Access (DA), and master metered customers are not eligible
- By 09/30/2021, all eligible customers should have been automatically enrolled by their energy utility.
*COVID-19 Relief Payment Plan enrollment is available once between July 2021 and September 2022

Discount Rate Programs for Low-Income Households
California Alternate Rates for Energy Program (CARE) is a monthly discount on gas and electricity.
Family Electric Rate Assistance Program (FERA) is a monthly discount of 18% on electricity only.

Households with a Medical Need for Electricity
Medical Baseline Program, also known as Medical Baseline Allowance, is a program for residential customers who depend on power for customers with a qualifying medical condition ora need for certain medical devices. Some utility companies offer gas and electricity at a lower rate.
