Could you please help explain this recurring 99 cent charge? Is it for data or storage

This is primarily a user-to-user support forum; other Apple users like you. We don't have access to information about charges to your account. Apple has a support article about charges — see each of the steps in the following instructions. They include information on contacting Apple Support if the other steps don't help. See: If you see 'apple.com/bill' on your billing statement - Apple Support
Also note that there is an iCloud storage plan, for 50GB of storage, that is priced at 99¢. You can go to Settings > [username] > iCloud > Manage iCloud Storage to see if you have the 50GB plan.
I'm not aware of any charge from Apple that could uses the term "for data."
