Try going into the app manager, find freeplay and click force stop. Wait a few seconds then reload the app. Fixes it for me every time.

Please, try the game without your mods/custom content. To do so, go to Documents/Electronic Arts/The Sims 4 and move the "Mods" folder to your desktop. Then open the game again and check if it works. If it does, it means at least one of your mods isn't compatible with the updated game and needs to be updated/removed.

If not, check for trash piles in their route or locked doors - or just teleport them for now using cheats. If they can get out of the house but just refuse to go to work, I've found that traveling to another lot and back again usually fixes this glitch when it happens for me.

It's usually either a Sim that's corrupt or the lot itself. So first, try to load the lot in build mode from the map, upload the home to the library, bulldoze the lot, then replace it from the library to see if it works.
