On iCloud.com, you can recover files deleted from both iCloud Drive and other apps within the last 30 days, whether you deleted them on iCloud.com or another device that has iCloud Drive turned on. However, you can’t recover or restore files you permanently remove.
Recover files deleted from iCloudDrive or iWork apps
In iCloud Drive on iCloud.com, click Recently Deleted in the sidebar.
Click Recover All, or select each file you want to recover, then click Recover.
Recover files deleted from other apps
On iCloud.com, click in the toolbar, then click Data Recovery.
Click Restore Files.
Select each file you want to restore, or select Select All.
Click Restore.
Look for your recovered files in the folders they were in when you deleted them. For example, if a file was in the Pages folder when you deleted it, look for the recovered file in the Pages folder.
With iCloud Drive, you can keep files and folders up to date across all of your devices, share files and folders with friends, family or colleagues, and more. You can store files* in iCloud Drive as long as they're 50GB or less in size and you don't exceed your iCloud storage limit.
Press the Windows key, enter Windows File Recovery in the search box, and then select Windows File Recovery. When you are prompted to allow the app to make changes to your device, select Yes. There are 2 basic modes you can use to recover files: Regular and Extensive.
Recover files on the web: If you don't see the file you're looking for in the Recycle Bin (or want to recover a file you deleted on another device), go to iCloud.com. You can recover files from the Recently Deleted folder in iCloud Drive or using Restore Files in Account Settings.
Go to Settings > [your name] > iCloud. Tap Review Backups to identify and delete backups from devices that you no longer use. Tap Review Photos & Videos to delete duplicate photos, screenshots, or videos that you might not need anymore.
When you permanently delete a file, the storage drive makes its space available for new data. However, the file is not deleted. It remains on the hard drive; only the file pointers get deleted. (The File pointer shows you where the file exists and keeps track of it being accessed.)
If you can't find a file on your computer or you accidently modified or deleted a file, you can restore it from a backup (if you're using Windows backup) or you can try to restore it from a previous version. Previous versions are copies of files and folders that Windows automatically saves as part of a restore point.

Pages for iCloud periodically saves versions of your document. If you want to return to a previous version (for example, because you deleted content you decide you still need), you can restore an earlier version.
The reason they "disappear" from your Mac is that when you enabled the "Desktop & Documents Folders" option to sync with iCloud, your Mac was set up to optimize storage. This feature helps save space on your Mac by keeping only the most recently accessed files locally while other files are stored in iCloud.
How to recover iCloud photos permanently deleted an iCloud backup? If you have iCloud Photo Library turned on, your pictures and videos are probably also stored in iCloud. This means that you can often recover permanently deleted photos by simply downloading them from iCloud again.
As stated earlier, all data backup to your iCloud such as apps data, messages, photos, videos, and other essential data will be permanently deleted. Thus, if you intend to change to a new iPhone or set up your iPhone from scratch you'll not be able to recover the data from iCloud.
