You gpu settings might be locked to 30 fps. Your refresh rate for your monitor under display settings might be locked to 30 fps. Or, theres a chance you are unable to run it past 30 fps. Sounds like you have v-sync and double buffering on without knowing more about the issue.

For example, APEX Legends currently only supports the maximum output of 300 fps. (2) Check if you have set the in-game frame rate settings limit to “360 fps” or “unlimited.” Some games like Overwatch II & Fortnite have fps limit or fps cap settings. It's possible that if you are using custom .cfg's that the FPS has been locked there. It's also possible that your settings got corrupted, you can try deleting them by following these steps: Press Windows Key + R.
The most common reason for reduced FPS is graphics settings that create a larger workload than your hardware can handle. So how do you achieve better FPS? Getting a faster CPU, more RAM, or a newer graphics card is one solution.
Make sure that the graphics driver settings for your GPU are configured correctly. Open the graphics control panel (NVIDIA Control Panel or AMD Radeon Software) and check for any settings that might be limiting the frame rate.
Oh yeah, Apex Legends can absolutely run at 240 fps, but it really boils down to your hardware. Make sure you've got a beefy CPU and a top-notch GPU. Plus, don't forget a monitor that actually supports 240Hz.
Switching to adaptive 1/2 makes the FPS go beyond to me, I am not joking. If I put my vSync off its capped to 144 fps and no I did not touch Nvidia Control panel for Apex. Setting it to on caps it to 144 but I get horrible imput lag. Finally going with adaptive makes it uncap the fps.
The game engine has a maximum frame rate of 300 fps, so there's an argument to be made to push for as close to a 300 fps average as possible. In reality, the difference in input lag between the top settings and the lowest here is negligible.
