This page details and/or previews updates to PayPal users of changes to the Israel PayPal User Agreement or other online agreements, policies, or statements that require notice. You can also review Past Policy Updates notices. Note that additional changes could be made to previewed agreements on or before the effective dates listed, provided the applicable notice requirements are met.

Upcoming Changes

We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.

Actions Needed

Please carefully review the notices below and familiarize yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the User Agreement.

Removal of SOFORT as an alternative payment method and deletion of related terms
Effective: 28 May 2024

  • SOFORT is no longer available as an alternative payment method and is removed from the list of alternative payment method providers contained in Annex 1 of the PayPal Alternative Payment Methods Agreement.

Amendments to the PayPal User Agreement

Effective 1 July 2024, we are:

  • Main Terms and Due Diligence

Making amendments to the Description of Main Terms and Due Diligence at the beginning of the PayPal User Agreement in accordance with the amendments to the Agreement described below.

  • Section 2.6

Adding a clarification regarding additional rights you may be entitled to if an item or service is not delivered and in case of insolvency.

  • Section 2.7

Clarifying to buyers that if a buyer authorizes a specific payment, it will not be considered as a charging authorization for the purpose of Chapter G of the Payment Services Law and the terms in this agreement that reference the said Chapter G.

  • Section 2.8
  • Changing the time buyer may stop a Preapproved Payment from “3 Business Days” to “1 Business Day” prior to the date the next payment is scheduled to be made by notifying PayPal.
  • Clarifying to buyers that a Preapproved Payment may be canceled in accordance with the terms of Section 35 (Chapter G) of the Payment Services Law.
  • Changing the phone number you may call to stop a Preapproved Payment.
  • Clarifying to buyers that renewal of payments under the Preapproved Payments arrangement may be made by creating a new Preapproved Payments arrangement with the seller.
  • Clarifying to buyers that if no payment has been made under a Preapproved Payments arrangement for 24 months, the arrangement will be canceled.
  • Providing clarification to buyers on their eligibility for a refund for an unreasonable charge under a Preapproved Payments arrangement, as well as their agreement to comply with PayPal’s requests for information when they request a refund.
  • Section 3.1

Clarifying to sellers that where they (instead of PayPal) offer the buyer at the point of sale a currency conversion of an amount they receive through PayPal, they will inform the buyer of the exchange rate and any charges that will be applied to the payment transaction, notwithstanding any disclosure obligations imposed on them under applicable law. PayPal has no liability to any buyer if the seller fails to inform the buyer of the exchange rate and charges. Sellers acknowledge that if they fail to disclose the exchange rate and charges to the buyer this may constitute a criminal offence by the seller.

  • Section 3.3

Clarifying to sellers that their liability for invalidated payments also applies with respect to canceled or reversed Preapproved Payments and that this liability is subject to the Payment Services Law.

  • Section 3.6
  • Adding clarifications to sellers who receive Preapproved Payments and/or No Log-In Payments that they must:
    • Provide buyers the ability to stop a payment up to 1 Business Day before the date scheduled for payment.
    • Notify the buyer at least 10 days in advance of the amount and date of each preapproved payment if it will vary from the preauthorized amount or (at the buyer's option) any payment that is in an amount that falls outside of the pre-determined range.
  • Adding clarifications to sellers who receive Preapproved Payments and/or No Log-In Payments that they must not:
    • Charge the buyer under the Preapproved Payment arrangement upon receiving a notice from the buyer or PayPal to cancel it.
    • Restart future Preapproved Payments without the buyer's written authorization, if a buyer has stopped or canceled a Preapproved Payment.
  • Clarifying to sellers that a buyer may cancel a Preapproved Payment within 3 Business Days from the date of the payment.
  • Clarifying to sellers that if a buyer authorizes a specific payment, it will not be considered as a charging authorization for the purpose of Chapter G of the Payment Services Law and the terms in this agreement that reference the said Chapter G.
  • Clarifying to sellers that if no payment has been made under a Preapproved Payments arrangement for 24 months, the arrangement will be canceled.
  • Section 6

“Closing Your Account”

  • Clarifying that upon receiving a request to close an account, PayPal will close the account within 5 business days from the time the activities required to close the account have been completed.
  • Clarifying the ability to terminate the agreement with PayPal regarding sending payments or receiving funds within 1 Business Day of notification.

“Suspension of certain services of your PayPal Account at your request”

  • Clarifying users’ ability to request to suspend withdrawing funds and sending payments from their account for up to 14 days.
  • Clarifying that PayPal will not charge the user’s account with payment instructions, including charges under Preapproved Payments, made during the suspension period.
  • Clarifying that the user may need to recreate his Preapproved Payments at the end of the suspension period.
  • Section 7

Clarifying to buyers that in addition to the protections under PayPal’s Buyer Protection Program, they may be entitled to further protections under certain Sections of the Payment Services Law.

  • Section 8.1

Clarifying that the responsibility for unauthorized transactions that occur if giving another person access to a PayPal account may be subject to exemption under the Payment Services Law.

  • Section 8.2.b
  • Updating the notification time for Unauthorized Transactions from “60 Days” to “6 Months”.
  • Changing the phone number to Call PayPal Customer Service to an Israeli number.
  • Removing the reference to a timeframe with respect to notification of complaint or question in writing.
  • Section 8.3
  • Updating the timeframe for PayPal to complete the investigation of Unauthorized Transaction or Error, or, if the investigation is not completed, to receive provisional credit to 8 business days from the date PayPal received the notice.
  • Clarifying that PayPal may recover the amounts incurred to PayPal for the Unauthorized Transaction in accordance with Section 24(c) of the Payment Services Law and subject to the amounts specified therein.
  • Section 8.5
  • Clarifying that PayPal shall not be liable for not executing a payment activity or for an error in the execution of a payment activity, if the failure or error is due to erroneous details the user provided PayPal (based on a typographical error, for example).
  • Clarifying that if a user sends a payment to the wrong party, or sends a payment for the wrong amount, PayPal shall make reasonable efforts to return the funds to the user. If it is not possible to return the funds, PayPal will provide the user, at their request and subject to applicable laws, transaction information it holds that can assist with the return of the funds.
  • Clarifying that if a user received funds that were sent to them in error, the user agrees to return them to the sender, and if they do not return the funds, they agree that PayPal will share their Personal Data with the sender as explained in our Privacy Statement.
  • Section 11.3

Adding reference to the Payment Services Law, as applicable.

Clarifying that This user agreement shall be effective until terminated by the user or PayPal subject to the terms of this user agreement, and to Section 6 of the Payment Services Law.

  • Section 13.13

Clarifying our Taxes and Information Reporting terms.

  • Section 13.21

Adding reference to Section 51 of the Payment Services Law, such that notwithstanding any reference in the User Agreement to the Payment Services Law, it is explicitly agreed that provisions pertaining to it, as well as any other protections in accordance with the Payment Services Law, shall not apply to a user which is a Business (in its meaning under Section 51 of the Payment Services Law), provided that contracting out of the relevant provisions/protections is permitted under Section 51. Notwithstanding the above, PayPal may decide, in its sole discretion, to afford all or some of the protections under the Payment Services Law to a Business.

  • Exhibit A

Currency Conversion (under “Additional Fees”):

  • Clarifying that Holds or limitations may delay currency conversion of amounts until such holds or limitations are released. This may result in the application of an exchange rate that is different from the transaction exchange rate that would have been applied had no account hold(s) or limitation(s) been in place. Currency conversions in these cases may be more favorable or less favorable to users.

Amendments to the PayPal Buyer Protection Program

Effective 1 July 2024:

  • We are revising PayPal’s Buyer Protection Program to exclude Non-Fungible Tokens (NFTs) from eligibility.
  • In addition to meeting all other eligibility requirements for PayPal’s Buyer Protection Program, disputes asserting Significantly Not as Described claims must be opened by the buyer in the Resolution Center within 30 days of the delivery or fulfilment of an order or within 180 days of the date a payment was sent by the buyer to the seller, whichever is sooner. The timeframes for opening other disputes asserting other claim types (including Item Not Received, Unauthorized Transactions, or other errors) are not changing at this time.

Amendments to the Seller Protection Program

Effective 1 July 2024:

We are revising PayPal’s Seller Protection Program to exclude from eligibility Non-Fungible Tokens (NFTs) with a transaction amount of:

  • $10,000.01 USD or above (or equivalent value in local currency as calculated at the time of the transaction); 
  • $10,000.00 USD or below (or equivalent value in local currency as calculated at the time of the transaction), unless the buyer claims it was an Unauthorized Transaction and the transaction meets all other eligibility requirements.
