Benchmark whenever possible, that makes your review be principle- and face-based; and helps you communicate with the applicants on how the budget should be modified. Also, relate each budget item to the activities and manpower plan to make sure they correspond. The budget will look weak if any item is not manifested as activities or manpower, or if any activity or manpower has no budget to support. Not only that will bring implementation problems, that will also have a negative impact on the applicant's professional image.

After you have reviewed all the components of the proposal, you should provide constructive feedback to the applicant. Your feedback should be respectful, objective, specific, and actionable. You should highlight the strengths and weaknesses of the proposal, as well as the areas for improvement and clarification. Refer clearly to specific parts of the proposal that applicants need to review or modify, and how they should modify.
