When a hard drive is formatted, the operating system loses its ability to reference the data on the disk. Until that drive sector is overwritten with new data, there is still a chance to recover the old data if the pointers leading to the data are recovered. In essence, “deleted” data remains on the drive.

No matter what you do, you can never guarantee that something has been entirely scrubbed from the internet. Permanently deleted files are not necessarily gone forever, as their data usually remains on the storage device until it's overwritten by new information. As long as they haven't been overwritten, there's a good chance these files can be retrieved using a data recovery program.
