Why does Ebay charge 12.9% on the shipping? I mail the items myself and need the money paid.

Ebay keeps combining the sale price of the item and the shipping before charging the 12.9% fee. Why are they charging 12.9% fee on the shipping amount? I need that money to ship the item as I do it myself and do not use any of Ebay's shipping. Is there something I might have inadvertently checked for them to do so? If so, how do I uncheck it? Thanks in advance for your help.

eBay's fees are calculated on the total the buyer pays (price + shipping + sales tax). This is an industry standard for payment processing. It's not connected at all to where you buy your postage.
You can buy you postage at USPS over the counter at retail pricing or buy through it through eBay at a discount.

eBay charges the fee based on the total amount the buyer pays in order to discourage sellers from playing games with the price & shipping to try to avoid paying fees, and to allow sellers to offer free shipping without paying a penalty in the form of extra fees.
If eBay only calculated the fee on the item cost, how high would eBay's fee percentage have to be if a significant number of sellers lowered all their item prices to $1 and simultaneously raised their shipping costs to make up the difference?
