You can't stop an international buyer from purchasing from you if they are using a domestic shipping address. And there's absolutely no violation of ebay policy for them to do that. (IMO, why wouldn't you want to sell your items? Who cares what country the buyer is registered in?)
As long as you have your buyer requirements properly set to prevent international shipping (which you do), they can't bid/buy with an international shipping address.
If you cancel sales based on where the buyer is registered, you won't have to worry about international buyers because ebay will prevent that!
Personally, I just don't get sellers' ways of thinking! The international fee for payments in minimal (1.65%) and your responsibility for seller protection end once tracking shows delivery. Buyers lose protection when they use freight forwarders so your worries are unnecessary.
