GENTEXT/REMARKS/1. As Commandant of the Marine Corps, I rendered a decision on Uniform Board 218 on 13 September. Unless otherwise indicated, the below decisions are effective immediately. As a result of the below decisions, new text to the reference will be available immediately on the Marine Corps Uniform Board website, https:(slash)(slash)hqmc.usmc.afpims.mil/Agencies/Marine-Corps-Uniform-Board/, and will be published as change (1) to the reference.
2. Umbrellas for all Marines. All Marines are authorized to use small, black umbrellas with the dress and service uniforms during inclement weather. Change paragraph 3035 of the reference to read:
“3035. UMBRELLAS. Marines may carry an all-black, plain, standard or collapsible umbrella at their option during inclement weather with the service and dress uniforms…”
3. Female Physical Training (PT) Hairstyles
a. Long hair will be worn properly secured up at all times when the Marine Corps Combat Utility Uniform (MCCUU) coat is worn, even when the MCCUU coat is worn for PT purposes.
b. The wear of “half ponytails” is authorized for female Marines with medium length hair only, for PT purposes with the PT uniform, even when the MCCUU coat is worn for physical training purposes. A new graphic will be added to figure 1-3 of the reference depicting the authorized hairstyle.
c. Incorporate paragraph 1004.7.b(1)5 of the reference into paragraph 1004.7.b(1)4 (renumber the follow-on paragraphs accordingly), and incorporate the changes as detailed below.
“4. Physical Training (PT). Medium/long length hair may be worn down (in a ponytail or braid) for organized PT, except for events considered combat training, when wearing the MCCUU coat (for long hair), or when considered a safety hazard. Half ponytails (see figure 1-3) that provide a neat and professional military appearance are authorized for medium hair length only for PT purposes (commanders will designate what is considered a PT event). Half ponytails must lie flat, and cannot result in hair standing straight up or at extreme angles from the head. To clarify, long hair may not be worn loose in any uniform, and for PT events must be secured in a ponytail, free-hanging braid or worn up, as dictated by the commander, except as indicated below.
a. MCCUU with the coat for PT evolutions. When the MCCUU coat is worn, including for PT purposes, long hair will be worn properly secured up per non-PT hairstyle regulations (coat on, long hair up). Medium length hair may be worn in a half ponytail for PT activities when the MCCUU coat is worn. Half ponytails will not be worn with the MCCUU when in a non-PT status, and may not be worn when Marine Corps headgear is worn.
b. Boots and Utilities (“Boot and Utes”). When wearing boots and utes in a PT environment, hair should be secured using the PT guidelines identified above…”
C. Additional minor changes to paragraph 1004.b(1) will be provided on the website and detailed in change (1) to the reference.
4. Earrings. Female Marines are authorized to wear gold or silver earrings with the service uniform. Changes to paragraph 3010 of the reference are detailed below. A new table reflecting the authorized earrings per uniform will be added as Table 3-3 (all other tables will be renumbered accordingly) and will be published on the Uniform Board website.
“3010. EARRINGS (FEMALE) 1. Female Marines may wear earrings with service and dress uniforms at the individual’s option, according to the following regulations:
a. Small, polished, yellow gold or silver colored, ball, or round stud earrings (post, screw-on, or clip), not to exceed 6 millimeters (about 1/4 inch) in diameter, may be worn with the service, blue dress, and blue-white dress…”
5. Enlisted Waistplates. The Marine Corps will remain status quo in regards to the enlisted waistplate. As such, we will continue to maintain distinctive enlisted (E-1 to E-3), noncommissioned officer (NCO), and staff noncommissioned officer (SNCO) waistplates.
6. Supplemental Clothing Allowances. The below supplemental allowance changes are approved. Units have received a letter detailing the changes and appropriate changes will be included in Marine Corps Bulletin 10120.
a. Recruiter (RCTR) Blue Uniform Allowance. The RCTR allowance will be changed to reflect the deletion of the “crown, dress cap, white (quantity 2), cotton” and a supplemental cash allowance will be provided for the purchase of the “crown, dress cap, white (quantity 2), vinyl.” The establishment of this cash allowance will be coordinated with Marine Corps Recruiting Command. Additionally, one pair of “shoes, dress: black” will be added to the allowance, effective Fiscal Year (FY) 20.
b. Marine Corps Embassy Security Guard (MCESG) Allowance. The MCESG allowance will be changed to reflect the deletion of the “crown, dress cap, white (quantity 1), cotton” and a supplemental cash allowance will be provided for the purchase of the “crown, dress cap, white (quantity 1), vinyl.” The establishment of this cash allowance will be coordinated with MCESG Battalion.
c. Drill Instructor/Demo Platoon, Officer Candidate School (OCS) Allowance. The OCS Drill Instructor/Demo Platoon allowance is changed, effective FY20, to read woodland Marine Pattern (MARPAT) MCCUU trousers and coat (Qty 2 each), 1 woodland MARPAT MCCUU garrison cap and 1 woodland MARPAT MCCUU field cap.
d. Headquarters and Support Battalion (H&S BN), Marine Corps Installations-East (MCI-East), Marine Corps Base (MCB), Camp Lejeune. Effective FY20, H&S BN, MCI-East, MCB Camp Lejeune is authorized a medium blue dress supplemental allowance for Marines assigned to funeral support (quantity not to exceed 86 Marines).
e. Marine Aviation Training Support Group 23 (MATSG-23). Effective FY20, MATSG-23 is authorized a medium blue dress supplemental allowance for Marines assigned to funeral support (quantity not to exceed 27 Marines).
7. Shirts, Man’s - Long Sleeve and Quarter Length Sleeve alteration change. The tapering of any shirt side seam to fit the contour and produce a semi formed fitted appearance is allowable. Once altered, the side seam cannot be let out. TM 10120 Alteration Manual will reflect this change when updated.
8. Skirts - Service Green, Dress Blue, and Dress White alteration change. The tapering of any skirt to reduce flare below the hips to create a straight type skirt appearance is allowable. Marines that require continuous marching may want to refrain from alteration. Once altered, the side seam cannot be let out. TM 10120 Alteration Manual will reflect this change when updated.
