When sharing a Drive file, you may see an error message that you can only share the file with a Google Account. Your business or school might requirethis to help protect confidential information.
What to do
If you see the error message:
Ask the person you’re sharing with if they have a Google Account that you can share with. This could be:
A personal account that ends in @gmail.com.
A work or school account they use for Google products like Gmail, Drive, Docs, Sheets, or Slides.
If the person doesn’t have a Google Account, they’ll need to sign up for one before you can share the file.
Anyone in the world may view this site (make it public) If you choose this option, you make the site “public” and, as it states, anyone in the world will be able to view your site without the need to sign-in or create a Google account to view the site.
Anyone with that link can view the document without needing a Google account. This includes the recipient as well as anyone with whom they share it. Anyone with the link can edit the document if they log into a Google account.
Click the “Share” button in the top-right corner of your document. Click on the “Get link” section and pick “Anyone with the link”. Select the Google Sheets sharing permissions:: Viewer, Commenter, or Editor. Copy the link and share it with the non-Google account user.

To enable Google Drive integration for Outlook on the Web, begin by clicking the gear in the upper right and then selecting the link "View all Outlook Settings." Next, select Mail on the left side of the window that opens, then Attachments, and, finally, click the Google Drive icon as shown below.
Non-Gmail users can access Google Drive files and folders via a link sent to them. Right-click the file or folder and click Get link. Then, click Restricted and select Anyone with the link. Before sending the link, make sure you use the right permission settings.
If your contact doesn't have a Google Account, you can send them a link or share using another app instead. Sign in to your Google Account. Select a photo, album, or video. Under "Send in Google Photos," select people to share with.
The Google Photos' official website allows you to directly share Google Photos albums with non-Google users. All you have to do is to send the sharing link of your photos or albums by yourself.
