The hotspot temp includes the VRM. That's usually not the problem, but at least possible. 104c to 110c on gpu hotspot is too hot. It should be no higher than 93c for a 3090.

The GPU Temp & Memory Junction are within safe temps (60 - 70 at peak) but, the Hot Spot will hit 105c. You should NOT be getting those temps with water cooling.

A good GPU temperature while gaming is in the range of 70-85°C (158–185°F). Usually NVIDIA GPUs will run hotter than AMD based GPUs and slightly exceeding this range isn't a huge cause for concern. But prolonged exposure to high-heat conditions on your graphics card could cause damage or a reduced lifespan.

In fact, that card should be fine all the way up to about 90°C, at which point it should start throttling if it doesn't before that. Sustained operations at very high temps can eventually cause damage though so you'd prefer to not see it running regularly higher than about 85°C.
