National Core Indicators®
National Core Indicators® (NCI) is a program utilizing a set of surveys for public developmental disabilities agencies to measure and track their own performance. Standard measures (core indicators) are used to assess the outcomes of services provided. Areas of concern addressed by the indicators include: employment, rights, service planning, community inclusion, choice, and health and safety. NCI At-A-Glance Report NC 2018-19
In-Person Survey
The NCI In-Person Survey is completed with adults 18 and older who have an I/DD. The person must receive at least one service from an agency that provides Developmental Disability services. The 2018-19 survey reports include individuals receiving state-funded and Medicaid funded services (i.e., Innovations Waiver, (b)(3) and in lieu of services). Background information is gathered about the person receiving services in partnership with the Local Management Entities-Managed Care Organizations (LME-MCOs). The survey is conducted by trained interviewers with the person receiving services and may include a proxy respondent (i.e., natural support, direct support professional, etc.) who knows the person well, however, the goal is to ask and allow the individual to respond to as many questions as possible.

Family/Guardian Survey
The NCI Family/Guardian Survey is a mailed survey completed by families with an adult family member who receives at least one service from an agency that provides Developmental Disability services. The 2018-19 survey reports include individuals receiving state-funded and Medicaid funded services (i.e., Innovations Waiver, (b)(3) and in lieu of services). The family member completing the survey does not live with the person receiving services. The survey includes information about the individual receiving services as well as the person who fills out the survey. Further, this survey gathers information on services and supports received.

Adult Family Survey
The NCI Adult Family Survey is a mailed survey completed by families with an adult family member who receives at least one service from an agency that provides Developmental Disability services. The person receiving services lives with the family member completing the survey. The survey includes information about the individual receiving services as well as the person who fills out the survey. The survey also gathers information on services and supports received.
NCI Adult Family Survey 2018-19
Child Family Survey
The NCI Child Family Survey is completed by families with a child who receives at least one service from an agency that provides Developmental Disability services. The 2018-19 survey reports include individuals receiving state-funded and Medicaid funded services (i.e., Innovations Waiver, (b)(3) and in lieu of services). The child receiving services lives with the family member completing the survey and the survey is used to gather data on family outcomes. It is mailed to families who have a child who lives with the person completing the survey and receives at least one service other than case management from their provider agency. The survey includes information about the individual receiving services as well as the person who fills out the survey. It also gathers information on services and supports received.
NCI Child Family Survey 2018-19
Staff Stability
The NCI Staff Stability Survey collects data on the Direct Support Professional (DSP) workforce. The DSPs are employees who provide direct supports to adults with I/DD. The data is collected from provider agencies who deliver these services. This survey includes information about types of services provided by agencies, staff turnover rates, tenure of DSPs, vacancy rates, DSP wages, number of hours worked by DSPs, benefits offered by employers, and recruitment and retention strategies.
