The North Carolina Secretary of State or the Secretary’s designee is responsible for commissioning a Notary Public in North Carolina, but only after they meet these requirements:

• Must be 18 years of age
• Reside legally in the U.S.
• Live or have a place of work in North Carolina
• Speak, read, and write English
• Earn a high school diploma or equivalent
• Pass a course
• Purchase and maintain a manual approved by the Secretary of State

In some cases (unless the notary is in a large county), a notary may also require the recommendation of an elected official. Once they’re commissioned, they can notarize documents in any county in North Carolina.

To apply for a commission, a person must submit an application of personal qualifications and an application fee. As long as they haven’t committed any disqualifying criminal or civil violations, they can proceed in the application process.

Once they’re verified, the applicant must take a course and pass it relating to notary public duties and responsibilities in North Carolina. If they pass, they can become a full-fledged notary.

Upon designation as a notary public, the commission lasts for four years. When notarizing any documents, the notary public must use an ink stamp or embosser.
