Nothing I can think of has changed on my end. I've not loaded on a new VPN on the phone. The Credit Card does not expire for 2 more years. I've not changed any address information. The card previous worked with tap on Apple Wallet no problem.

Removing a card from Apple Wallet app is part of the reprovisioning process.
It’s possible that once the card is removed, it will not be able to be added back to the Wallet. when this happens, it almost always indicates an issue with the bank or payment network (Visa, MasterCard etc.).
If you can add the card, it could still have the bank or payment restrictions on it. But just make sure that your iPhone is up to date before you add the card back to your Wallet app.

Have you talked to the bank and asked if they are seeing the transaction? Apple isn’t a bank and doesn’t approve or decline transactions. Is the transaction actually a decline or what exactly is the message on the transaction terminal?

I've not called the Credit Card company yet. When I click on the credit card in Apple Wallet , the list of "Latest Transactions" uses the term "Declined". I can't remember what it says on the transactional or POS terminal itself.

It sounds like maybe a bank issue. As I noted before Apple cannot approve or decline transactions. You may need to have the bank reprovision your credit card. If you need more assistance after talking to the bank, please post a reply.

Just chatted with my credit card issuer and they said they don't know why it's been declining through Apple Wallet, but not the physical card. They suggested that I try to remove the card from Apple Wallet and reinstall it there. If that doesn't work she gave me the phone number for Apple pay customer service.

Update: I deleted the credit card in Apple Wallet, hoping reinstalling it would help the situation. It did not. I guess my next step is to call Apple Pay--that's what my card issuer told me. My iOS is fully up to date.

UPDATE: after calling 1-800-MY-APPLE, (and after having removed my credit card from Apple Wallet and reintroducing it), Apple ran a diagnostic test to make sure the tap technology was still working, which it was. They couldn't however see any transaction activity because I had only tried to use it once since I had reinstalled the same credit card into Apple Wallet, but that transaction failed (not declined). She encouraged me to try using it at a store that I would normally frequent, where it has worked in the past. I did at my local grocery store and it worked now twice.
