I’m having a trouble setting up Find My app. I already finished setting up all the necassary activation on setting but still I cannot see the location of my husband’s device on the Find My app. What should I do!

You are not addressing Apple with your question - this is a user-generated forum.
You won't see your husband's device in Find My unless he shares his device's location with your OR you are both participants in a Family Sharing group with your own individual Apple ID accounts.
Make sure you have competed all of Apple's instructions for setting up Find My in Set up Find My on your iPhone, iPad, iPod touch, or Mac
Read the instructions for sharing locations in the support document Find friends and share your location with Find My
