Unbelievably, this has never been determined. Back in the day it was tied to the rainbow trail, when that was the only trail other than the default you could pick. You had to use the rainbow trail to get the glow (or use the black primary colour). Ever since new trails were added, we haven't had anyone confirm how the separate glow option is unlocked.

Either you:
* Complete 10 map packs to unlock the rainbow trail and switch the glow on in the trails menu. You dont have to enable both - you automatically unlock both when you complete 10 map packs, and you can enable one or the other.
or you:
* Collect 30 secret coins and select primary color black to unlock glow automatically
@Keoiki I didn't say collecting 30 secret coins unlocks the glow option, I said collecting 30 secret coins unlocks a primary color (shadow black) that AUTOMATICALLY enables glow when selected. While it doesn't unlock the glow option, it's still a way to get glow around your icons, which is what I was referring to.

Glow is turned on automatically until you unlock the Rainbow Trail, which gives you a choice for all trails afterwards. Selecting the primary black color makes the glow selected also. Primary black gives you no choice.
The first way is to get 30 secret coins to unlock the color Shadow Black 1. Equip that color and your icon will be outlined by your secondary color. The second way is to beat 10 Map Packs and unlock the Rainbow Trail.
