History

The Philippine Reclamation Authority (PRA), formerly known as Public Estates Authority (PEA), is one of the Government’s most active development agencies. It was created in 1977 by virtue of Presidential Decree No. 1084 (PD No. 1084) to serve primarily as the clearing house for all reclamation projects in the country.

A government agency attached to the Office of the President, PRA performs both regulatory and proprietary functions which programs and projects are supportive of Government’s thrust towards sustaining economic gains by generating local and foreign investments in large-scale reclamation and development projects.

PRA is mandated to be self-sustaining. It has created assets for the government by converting under-utilized land into valuable and income-generating real estate properties. Moreover, PRA is involved in a wide-range of projects and delivery of services related to land development, urban renewal and infrastructure projects as well as financing and construction of buildings, particularly for other government agencies.

In the implementation of its current mandate, PRA consults with the National Economic Development Authority (NEDA), Depatment of Environment and Natural Resources (DENR) and Department of Finance (DOF). Further, the Authority coordinates, whenever necessary, with both national and local government agencies, Local Government Units (LGUs) and/or private entities. Among such government agencies are the following, namely: Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), Department of Science and Technology (DOST) and Metropolitan Manila Development Authority (MMDA).
