How to qualify for the elop program? ›

ENROLLMENT PRIORITY IS GIVEN TO THE FOLLOWING STUDENTS: FOSTER YOUTH, STUDENTS EXPERIENCING HOMELESSNESS, ENGLISH LANGUAGE LEARNERS, AND STUDENTS QUALIFYING FOR FREE/REDUCED PRICE LUNCH SERVICES. STUDENTS IN ADDITION TO THESE PRIORITY GROUPS WILL BE PLACED AS SPACE IS AVAILABLE.

Expanded learning opportunities (ELOs) provided by schools and community based organizations (CBOs) create enriching experiences for youth after-school and in the summer with activities that complement and support classroom-based instruction. Examples of ELO programs include clubs, field trips, and tutoring programs.

The expenditure deadline for 2021–22 and 2022–23 funding is June 30, 2024 EC Section 46120(d)(6). LEAs will be required to submit an expenditure report to the CDE for 2021–22 and 2022–23 ELO Program funds after the expenditure deadline for each fiscal year.

ELO-P is state-level funding, unique to California, and applies for grades kindergarten through 6 (K-6). It is intended specifically to create and/or support programs that “do not replicate learning activities in the regular school day and school year.”

Schools can offer extra instruction at many different times during the day and year. Many schools, for example, double reading and math periods during the school day, either by eliminating classes or by extending the school day for all students by one or two hours.

Extended Learning Opportunities allow for the primary acquisition of knowledge and skills through instruction or study outside of the traditional classroom including, but not limited to: Independent study, Private instruction, Performing groups, Internships, Community service, Apprenticeships, and Online courses.

The adopted budget contains $101.1 billion in Proposition 98 funding for K-12 education in 2024‑25—$6.2 billion (6.5 percent) more than the 2023‑24 enacted budget level.

The General Fund is sometimes called California's checking account because it holds revenue from income, sales and other taxes. But once the rainy day fund — formally called the Budget Stabilization Account — equals 10% of the state's General Fund revenue, those deposits are no longer mandatory.

To qualify for ELOP, the student must be part of our Unduplicated Count which includes: Free and Reduced Meal Program; Foster Youth/Homeless; English Learners.

By extending learning beyond regular school hours, these programs offer additional time for students to engage with academic content. This is particularly beneficial for subjects like mathematics and science, where additional practice can solidify understanding and improve grades.

These programs are FREE for ELOP students (courtesy of the State of California!), and 'waitlisting' is in effect until the registration platform is launched later this summer.

Maintains a student-to-staff member ratio of no more than 20 to 1. Programs serving transitional kindergarten or kindergarten pupils shall maintain a student-to-staff member ratio of no more than 10 to 1. Mixed pupil groups that include any TK/K pupils must adhere to the 1:10 staff to pupil ratio requirement.

What does the term “unduplicated pupils” refer to? Unduplicated of pupils are students who (1) are English learners, (2) meet income or categorical eligibility requirements for free or reduced-price meals under the National School Lunch Program, or (3) are foster youth.
