JOB TITLE: DESIGN AND CONSTRUCTION PROJECT MANAGER, DGS

JOB CODE: 13893

DEFINITION: This is administrative and professional engineering and architectural work in the Department of General Services (DGS) in managing commonwealth agency and capital improvement construction projects and publicly funded institutional and educational building projects.

An employee in this job serves as project manager over all aspects of construction projects from inception to completion. Work involves providing direction, technical guidance, and contract administration by managing, coordinating, and monitoring all aspects of assigned projects including the design, budget, scheduling, and construction administration. Work includes coordinating with using agencies to develop project scopes and budgets for agency funded and capital funded projects; and evaluating and resolving design or construction problems and construction disputes. Assignments are received with general instructions and are carried out independently within broad administrative guidelines. Work is reviewed by a Design and Construction Portfolio Manager, DGS; Executive Portfolio Manager, DGS; or the Director of Engineering and Architecture, DGS for overall effectiveness, customer satisfaction, and achievement of goals and objectives.

DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from the higher-level Design and Construction Portfolio Manager, DGS job by the responsibility for specific statewide projects, rather than the management of a comprehensive portfolio of statewide projects.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Reviews project documentation, such as plans, specifications, budget estimates, contracts, change orders, cost estimates, drawings, reports, catalog cuts, shop drawings, material samples, computations, expenditure sheets, and dispute resolution information for cost effectiveness and adherence to contract provisions.

• Researches plans and specifications for construction projects.

• Evaluates the scope, budget, schedule, and cost effectiveness of the project and brings discrepancies or other issues to a Design and Construction Portfolio Manager, DGS’ attention.

• Consults with commonwealth agencies and in-house and outside professionals to discuss construction issues and applies specialized knowledge and understanding of various applicable contracts, rules, regulations, and laws.

• Conducts research, evaluates findings, and provides recommendations to in-house and outside professionals regarding construction and design.

• Keeps a Design and Construction Portfolio Manager, DGS abreast of the project scope, status, disputes, and resolutions.

• Participates in or conducts briefings to public officials, the media, the public, and agency staff on the scope and status of projects.

• Conducts studies and provides recommendations regarding the feasibility of changing procedures, methods, or standards.

• Reviews and edits contracts, standard forms of agreements, internal guidelines, and manuals.

• Participates in or conducts review conferences with using agencies and in-house and outside professionals to discuss project scope, schedules, budgets, observations, and other related matters.

• Makes recommendations to the supervisor on new technology, methods, and materials involving green technology and various systems, such as security, fire alarm, fire suppression, smoke evacuation, and communication.

• Reviews budget estimates and expenditures during the planning and various construction stages to determine if additional funds are necessary.

• Participates in formal pre-claim and claims hearings and negotiates settlements for dispute resolutions.

• Provides technical expertise in the review and evaluation of errors and omissions by the construction contractor, professional engineer, or architect.

• Reviews, researches, and evaluates proposed change orders in construction materials, methods, or design configurations.

• Monitors construction related activities, such as demolition, hazardous material removal and abatement, ordinance and code compliance, and construction change orders.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs other related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of construction project management and contract administration.

• Knowledge of federal and state laws, codes, regulations, policies, and practices related to engineering and architectural design.

• Knowledge of construction cost estimating methods and sources.

• Knowledge of building systems, materials, equipment, and fixtures including standards, inspection, testing, quality assurance, and control methods.

• Knowledge of the principles and applications of building design and construction.

• Knowledge of mathematics including algebra, plane and solid geometry, and plane trigonometry.

• Ability to interpret and critique architectural, civil, mechanical, and electrical engineering plans, maps, drawings, specifications, reports, and codes used in the design and construction of buildings and structures.

• Ability to read and interpret written information such as laws, codes, regulations, policies, procedures, and legal guidelines.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be evaluated by the State Civil Service Commission or used for Civil Service examination purposes and are not position-specific performance standards.)

• Ability to plan and direct the work of others.

• Ability to evaluate programs and identify problems, devise solutions, and develop consensus among competing interests.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional building design, construction administration, or construction management experience for renovations and new construction for commercial, institutional, or educational buildings, and a bachelor’s degree in engineering, architecture, construction management, construction science, or a closely related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of a valid license as a Professional Engineer, Registered Architect, Professional Land Surveyor, or Professional Geologist by the Commonwealth of Pennsylvania or a reciprocal jurisdiction; or possession of valid professional level certification issued by a nationally recognized and accredited professional certification program in Master Level of Certified Hazardous Materials Manager (CHMM) or Certified Industrial Hygienist (CIH).

• Certain positions in this job require an active Pennsylvania non-commercial Class C driver’s license or equivalent.
