Three prominent models are commonly utilized: Build Operate Own (BOO), Build Operate Transfer (BOT), and Build Lease Maintain and Transfer (BLMT). Governments often opt for these models to achieve their infrastructure objectives, aiming to improve efficiency in managing funds and services for users. Each model presents distinct advantages and considerations for stakeholders involved. Let's delve into the typical characteristics of these models:

  • Build, Operate, Own (BOO): a) Project company owns and operates the facility. b) Financing is typically provided by the project company. c) Operations are managed by the project company throughout the concession period. d) No ownership transfer; project company retains ownership indefinitely. e) Maintenance responsibility lies with the project company during the concession period. f) Revenue generation is through direct operation of the facility. g) Project company bears most of the risks. h) Suitable for projects like power plants, manufacturing facilities.
  • Build, Operate, Transfer (BOT): a) Project company finances the project, recouping costs through user fees during the concession period. b) Project company manages and operates the facility throughout the concession period. c) Ownership transferred to the government or client at the end of the concession period. d) Revenue generation is through user fees during the concession period. e) Risks are shared between the government/client and the project company. f) Often used for projects like toll roads, airports.
  • Build, Lease, Maintain, and Transfer (BLMT): a) Project company or a third party finances the project. b) Project company manages and operates the facility throughout the concession period. c) Ownership transferred to the government or client at the end of the concession period. d) Revenue generation is through lease payments during the concession period. e) Risks are shared between the government/client and the project company. f) Often used for projects like hospitals, educational institutions.

Each model presents distinct advantages and considerations, contingent upon the project's nature, financial circ*mstances, and stakeholders' risk tolerance. BOO grants the project company long-term control and revenue generation but demands significant financial investment and risk. Conversely, BOT and BLMT models facilitate private sector participation in infrastructure development, transferring ownership to the government or client after a specified period, thereby mitigating long-term investor risk. Understanding these nuances is vital for informed decision-making in infrastructure projects, as one size does not fit all.
