I have just bought a new iPad (iPad Generation 9, 2021) for my brother. The charger comes with the product only charges at 9V. I have another charger and try to use on this new iPad. It charges the new iPad at 12V, 1.5A, so what is the maximum input voltage for my new iPad? In other word, will the charger fry my iPad if it charges at 12V, 1.5A?

I understand the logic completedly. Since Apple only includes the PD chargers up to 9V charging, that means it is probably they didn't test it on any voltage above even though theoretically my iPad supports it. Theoretically, I understand the device should automatically negotiate the voltage and current setting, or power setting. However, if Apple didn't officially state 12V is supported input voltage, that's what I'm concerning.

First, never speculate on suitability of a non-Apple Power Adapter. While you can safely use many third-party power sources, they must be a suitable USB Power Adapter. Check the specifications.
Your iPad is compatible with standard USB Power Adapters (that by default operate at USB 5V) capable of supplying at least 10-12W (i.e., 2.0-2.4A @5V). Your iPad is also compatible with USB PD (Power Delivery) Power Adapters.
Your iPad and other Apple devices are not compatible with other proprietary charging standards - such as QC (QuickCharge).
Compatible USB PD Power Adapters have a USB-C connector - with which you must connect your iPad9 with a certified USB-C to Lightning cable. USB PD compatible devices automatically negotiate a “power profile” - and may use a higher charging voltage - this being 9V, 12v, 15V or 20V. A USB PD compliant Power Adapter will only supply 5V to a connected device that does not support USB PD.

USB PD is an active protocol that mutually negotiates the charging profile supported by both source and sink devices. If the PD handshake fails, or if a suitable power profile is not successfully negotiated, the Power Adapter will only provide 5V.
