The refresh rate is the primary factor that increases power consumption at idle, not the resolution. My 6700 xt idles at 4 watts with 1440p at 60 hz, but at 1440p 75hz my 6700xt idles at 33 watts. Anything above 60hz can put cards idle power consumption into multi-monitor mode clocks.
