Unfortunately, you cannot directly increase a Pokemon's appraisal in Pokemon GO. Appraisal values are determined by a Pokemon's individual values (IVs) which are set when the Pokemon is caught or hatched. IVs are like a Pokemon's genetics.

Appraisals are only available once you join one of the three teams: Team Mystic, Team Valor, or Team Instinct. Plus, make sure your game is up to date, as outdated versions might lack this feature.

Perfect IV Pokemon are rare, but that's exactly why trainers should always appraise their catches before transferring them or trading them. Players never quite know when they might catch a Pokemon with perfect IVs and huge growth potential, so it doesn't hurt to take a look at each one carefully.

In addition to this, a Purified Pokemon receives 2 points to all their IVs. This means it's possible for a Pokemon to go from 2 to 3 stars, etc.

CP you can change by powering up the Pokemon, IVs cannot be changed, so higher IVs always have priority over high CP. The most ideal situation would be both, of course. Higher IVs will naturally give you a higher CP pokemon once it's fully evolved and powered up.

If players are keeping 0-stars, then they can't farm Candy via Transfer. Furthermore, there are some events in-game that will double the Candy from Transfers. Thus, 0-stars are better to Transfer than Pokemon with better appraisals.
